REANNZ appoints new CEO

Steve Cotter has been appointed the new Chief Executive Officer of Research and Education Advanced Network New Zealand (REANNZ) Ltd. REANNZ owns and operates KAREN, the Kiwi Advanced Research and Education Network, on behalf of the country’s research, education and innovation community.

Steve’s experience with similar networks is both extensive and impressive. Some of the highlights include serving as Google’s network deployment manager for Europe, the Middle East and Africa, as a Director in SBC Global Communications’ (now AT&T) engineering and construction departments, and more recently as the head of the U.S. Department of Energy’s Energy Sciences Network, located at Lawrence Berkeley National Laboratory. His teams have won multiple awards, including being named by InformationWeek as one of the Top 10 Government Innovators in 2009.

“Advanced, high-performance networks like KAREN are an essential part of the national infrastructure for all countries with an interest in being competitive in the global marketplace,” Steve said. “Highly reliable, very high bandwidth networks drive economic growth and stimulate a new generation of innovations addressing critical needs, such as health care and education. Our job is to ensure that innovation and discovery are only limited by our users’ imaginations, not by infrastructure. I’m very excited to have the opportunity to take on this challenge at REANNZ, and am looking forward to working with such a talented and dedicated team.”

REANNZ Board Chair Professor John Raine also expressed his enthusiasm for Steve’s appointment.

“The Board is extremely pleased to have been able to confirm such an outstanding candidate for the Chief Executive role,” he said. “After nearly 15 years of leading research and commercial networks at the national and international scale, Steve brings to this job exactly the right combination of experience in all aspects of network design, development, deployment and operation. He has an important job ahead of him to continue to build on the significant contribution that REANNZ and KAREN make to New Zealand in general and to the research and education sectors specifically. I wish him the very best in the role.”

Steve replaces inaugural CEO Donald Clark, who led REANNZ for five years, and will start early December. He attended the U.S. Naval Academy, where he earned his bachelor’s degree in aeronautical engineering then served as a helicopter pilot in the Marine Corps. He earned an MBA from Boston University.

Donald Clark, Chief Executive Officer of REANNZ Ltd, has announced his intention to resign his position in July 2011, after five years in the role.  REANNZ owns and operates KAREN, the Kiwi Advanced Research and Education Network, on behalf of the country’s research, education and innovation community.

“It has been an amazing opportunity for me, as inaugural CEO of REANNZ, to take the company from its earliest days before we even had a network, through to now where KAREN is firmly embedded as a piece of essential national infrastructure.  Growing and working with the REANNZ team and our KAREN community has been a privilege.  However, I feel that it is time for me to take on more parenting responsibilities, and part-time consultancy will better allow me to achieve this. I have committed to working with the Board to successfully conclude the major initiatives I am currently leading“, said Donald.

REANNZ Board Chair Professor John Raine said Donald had provided excellent leadership during his five-year tenure.

“The Board was sorry to receive Donald’s resignation, but he has done an outstanding job in growing REANNZ and KAREN to what they are today and he will be leaving having led the company towards sustainability for the long-term”, he said. “I wish him the very best for the future”.

“Under Donald’s tenure, REANNZ has grown from an organisation of one employee, with no network and only a third of its required income, to a stable team of 12 that have implemented two versions of the network and have laid the groundwork that will enable KAREN to remain advanced for the coming decade”, said Professor Raine.

The Board is currently establishing a recruitment process for a new CEO and will announce this in due course.

Network Operations Specialist

The primary purpose of the Network Specialist is to provide technical leadership around the delivery of the network; ensuring KAREN is operationally robust and performing to optimal capacity, resolving any issues that may impact the performance and playing a key role in the future development of the services provided to its member community.

This role requires a specialist level of expertise, and will offer a network evangelist an opportunity to truly showcase their specialist knowledge and have the opportunity to work with the latest and greatest technologies.

Join the REANNZ team: 2 vacancies

REANNZ is seeking applications for two new positions: ‘Senior Engagement Specialist’ and ‘Corporate and Finance Manager’.

REANNZ is a Crown owned business that has the responsibility of delivering superfast, unrestricted broadband to New Zealand’s education and research communities via KAREN. The network is designed to enable next-generation research and education, and is seen as a catalyst for driving innovation in networking. Already well established with a solid membership base in the tertiary education and research sectors, a drive to engage with researchers and educationalists is now required.

Corporate and Finance Manager

As Corporate and Finance Manager you will be responsible for ensuring that REANNZ operates at the highest levels of efficiency, control and transparency in its financial management and maintains effective corporate processes and operations.  The role reports to the Chief Executive and constitutes part of the REANNZ Management team.

Responsibilities include:

  • Financial management of REANNZ
  • Asset management
  • Corporate reporting and planning management
  • Office facilities and administration management
  • Corporate systems, policies and processes management
  • Staff management and HR oversight
  • Standard contracts management

Senior Engagement Specialist

As the Senior Member Engagement Specialist your primary role is threefold. The role will see you responsible for the management and delivery of a membership engagement programme to assigned KAREN Members, developing and maintaining the facilitation of engagement and communication channels at a senior level, and identifying further opportunity for future development and revenue whilst broadening the awareness of KAREN in the research and education sectors. Essentially, you are a conduit for the engagement programme and ensuring REANNZ delivers the services members expect of an organisation designed to be a leader of innovation.

We envisage this role will appeal to those that have a strong desire to be part of something that will make a significant difference to the advancement of the educational and research technology landscape in NZ. Vacancies (2): NEN team

EANNZ is seeking applications for two new positions within the National Education Network team – School Liaison Specialist and Technical Procurement Specialist.

Schools Liaison Specialist

The Government committed to connect, in the next 12-18 months, the first 10% of New Zealand’s schools to a high-speed National Education Network (NEN) based on KAREN.  REANNZ, as the operator of KAREN, has been tasked with the implementation and ongoing operation of the NEN trial.

We are seeking a Schools Liaison Specialist, reporting to the NEN Implementation Manager to join the NEN project team.

The Schools Liaison Specialist must have:

  • Knowledge of the current schools ICT and networking landscape in NZ.
  • Knowledge of key network suppliers to the education sector, across NZ.
  • Strong relationships with schools sector, including leading eLearning and technology adopters.
  • Understanding of government procurement processes.
  • Understanding of broadband networking technologies.
  • The ability to make potentially complex and technical concepts and solutions easily understood.

Key responsibilities will include:

  • Supporting the identification, preparation and connection of clusters of schools, and individual schools to the network.
  • Supporting and encouraging prompt, high quality decision-making from participant schools.
  • Engaging with a range of stakeholders, both technical and non-technical, to ensure well informed and efficient procurement.
  • Promoting an understanding of the NEN goals with end-users, and raising internal understanding of end-user challenges.

Technical Procurement Specialist

We are seeking a Technical Procurement Specialist, reporting to the NEN Implementation Manager to join the NEN project team.

The Technical Procurement Specialist must have:

  • Experience in the delivery of complex, multi-faceted projects in an infrastructure environment, preferably telecommunications.
  • Knowledge of broadband networking, including Ethernet over fibre networks.
  • Experience in technology review, product selection, product research, network planning & broadband solutions delivery.
  • Knowledge around the integration of the various different elements of connectivity and broadband implementations.
  • Programme reporting and milestone management expertise.
  • The ability to co-ordinate multiple projects within an overall programme with a strong focus on delivery against deadlines.
  • Expertise in the development, administration and maintenance of project documentation.

Key responsibilities will include:

  • Leading and managing the procurement of the technical elements of the NEN.
  • Interacting with technical and non-technical stakeholders and team members.
  • Managing the end-to-end RFP processes for all procurements, within Govt public procurement obligations, whilst being pragmatic and outcome focused.
  • Contributing to the development of the strategic approach to the NEN implementation.

Vacancy: Implementation Manager

REANNZ is seeking applications for the role of Implementation Manager of the National Education Network.

Implementation Manager – National Education Network

The Government has committed to connect, in the next 12-18 months, the first 10% of New Zealand’s schools to a high-speed National Education Network (NEN) based on KAREN. REANNZ, as the operator of KAREN, has been tasked with the implementation and ongoing operation of the NEN trial.

We are seeking a commercially-focused Implementation Manager, reporting to the Chief Executive, to recruit and then lead a small dedicated NEN implementation team to deliver a successful project on time and to budget.

The Implementation Manager must:

  • Be able to lead REANNZ’s relationships with suppliers and the Crown (principally Ministry of Economic Development and Ministry of Education).
  • Have a good understanding of government fiscal control and procurement frameworks.
  • Understand networking sufficiently to deliver outcomes in line with KAREN’s architecture and network philosophy.
  • Have a good working knowledge of open access networks.
  • Have experience in programme management, including technical project delivery.
  • Have an impressive track record of delivering tangible, pragmatic outcomes.
  • Be able to lead, motivate, and develop a high performing team, integrate knowledge from across REANNZ and the community.
  • Help identify opportunities for new education and services on KAREN, and support work to implement these.

Ideally, the Manager will also have an understanding of and/or experience in the education sector.
